Komnas HAM menyatakan, TNI tidak boleh turun selama peraturan presiden atau perpres belum diterbitkan. Menurut anggota Komnas HAM, Choirul Anam, perpres diperlukan untuk menindak jika terjadi pelanggaran HAM oleh TNI. Pernyataan Choirul ini sekaligus meminta TNI menahan pengerahan Koopsusgab untuk membantu polri menangani terorisme. Sebelumnya, TNI siap menurunkan Komando Operasi Khusus Gabungan untuk membantu Polri menangani kasus terorisme.
