Governor Andrew M. Cuomo today announced that major construction has been completed on a project that rehabilitated the Collar City Bridge and a stretch of State Route 7 from the City of Troy in Rensselaer County to the Town of Colonie in Albany County, enhancing safety and easing travel along a vital corridor for the flow of commuters, visitors and commerce in the Capital Region. The Collar City Bridge, which carries more than 56,000 vehicles daily, is a key Hudson River crossing that serves as a gateway to the historic City of Troy and provides a vital connection for motorists traveling between the city and the Village of Green Island and other destinations in Albany County.
"Even as we fight this pandemic, New York is continuing to complete vital infrastructure projects that are critical to the continued health and economic viability of our communities," Governor Cuomo said. "The Collar City Bridge and State Route 7 are critical pieces of the Capital Region's transportation infrastructure, and the completion of this project will not only enhance safety for motorists, but will increase access to communities and local businesses and help keep the Capital Region's economy moving."
State Route 7, also known locally as Alternate Route 7, is one of the region's most heavily traveled east-west arteries and provides access to many stores, businesses and restaurants, as well as the Adirondack Northway (Interstate 87) and Interstate 787.
The $29.2 million, two-year project replaced the Collar City Bridge's bearings and joints, resurfaced the concrete decks and rehabilitated the adjoining ramps. Overhead sign structures on eastbound State Route 7 and the bridge were also replaced.
Additionally, bridges that carry State Route 7 over Route 32 (Cohoes Road), the D&H Railroad line and Elm Street were rehabilitated and concrete repairs were made to the westbound climbing lane between I-787 and the Northway. Other improvements included drainage enhancements and the repaving of the ramp to Route 9 and the approaches to the Northway in Latham.
As part of Governor Cuomo's Drivers First initiative, the project was planned to minimize construction impacts to the traveling public, with work taking place at night and on weekends, and with minimal lane closures during peak travel periods. Minor finishing work will continue underneath the Collar City Bridge, with minimal impacts to traffic.
State Department of Transportation Commissioner Marie Therese Dominguez said, "The restoration of the Collar City Bridge and State Route 7 are a great example of Governor Cuomo's commitment to restoring aging infrastructure - renewing and rebuilding our critical infrastructure statewide. This project will create a more resilient transportation network and strengthen an important commuter link that helps tens of thousands of Capital Region motorists get where they need to go every day."
Senator Neil Breslin said, "Updating our aging bridges is an important part of keeping our transportation infrastructure safe and reliable. Thank you to Governor Cuomo and the Department of Transportation for completing this important Capital Region project."
Assembly Member John T. McDonald III said, "Improving our transportation infrastructure is essential to the growth and success of our regional economy. The completion of this project to rehabilitate the Collar City Bridge and a stretch of State Route 7 will improve functionality of this interchange and increase safety for many of my constituents who travel this route every day. I applaud Governor Cuomo for his continued focus on infrastructure investment."
Albany County Executive Daniel P. McCoy said, "Rebuilding our local economy after the economic shutdown and in the midst of a global pandemic means rebuilding and investing in our key infrastructure. This rehabilitation project is a victory for tens of thousands of Capital Region residents who expect their government to provide safe transportation, and rely on the Collar City Bridge for commuting and business every single day. I want to thank Governor Cuomo and his team for their dedication to Albany County and seeing this through."
Troy Mayor Patrick Madden said, "We're pleased with New York State's ongoing investments in bridges and transportation infrastructure across the Capital Region to keep motorists safe. The Collar City Bridge remains an important gateway into our city, and rehabilitation of this structure is welcome news for the thousands of drivers who use it daily. Thank you to Governor Cuomo, DOT Commissioner Dominguez, and New York State Department of Transportation for undertaking this important project that will benefit commuters, businesses, and local families."
Colonie Town Supervisor Paula A. Mahan said, "These enhancements at Collar City Bridge and State Route 7 will be a major boost for our regional economies - and will improve driving conditions for locals and visitors alike. I thank Governor Cuomo for making infrastructure upgrades a top priority throughout his administration."
