Aug. 1—A deteriorating relationship with an unnamed colleague spurred the local airport's newest public safety director to resign after only months on the job, his resignation letter says.
In a July 6 letter to airport Director Carl Beardsley Jr., Floyd Bowen says the relationship with the colleague "has deteriorated to the point of no return." The Sunday Times recently got a copy of the letter.
"It is not in the best interest to continue to try and progress when you're constantly being dragged down," Bowen wrote. "We've had many conversations about this, and I appreciate the fact that you think it will get better with time. I do not feel this way, and it gets significantly worse by the day. The environment (with the colleague) is toxic."
Bowen also accuses the colleague of ignoring his requests for inclusion on "conversations/emails/updates, etc."
"I've been talked about behind my back, called names and undermined," he wrote. "I have absolutely no trust (in the colleague). I've expressed my concerns with you and respect your insight. I believe you are a good man and sympathize with all you have gone through here at AVP, you deserve to be surrounded by a much better support team."
Bowen claims the job problems began affecting his family life, which made it "time to move on."
Beardsley provided a copy of Bowen's letter at The Sunday Times' request. Beardsley praised his staff in its entirety.
"I think the support staff — accounting, engineering, security, finance — is second to none," Beardsley said.
The airport redacted the name of Bowen's colleague.
Attorney Don Frederickson, one of the airport's solicitors, said the name was redacted because of the disparaging nature of Bowen's comments.
"Quite frankly, I don't think it's true," Frederickson said. "There's nothing in the person's file on anything."
Airport board Chairman Tim McGinley defended the administration against Bowen's claim that Beardsley deserves "a much better support team."
"I think the airport administration has worked well," McGinley said.
In May, the airport board approved a new three-year contract for Beardsley that went into effect July 1 with one board member praising him for "exemplary" leadership. Under Beardsley, the airport's passenger departures routinely hit record levels before the COVID-19 pandemic disrupted air travel.
The airport board hired Bowen, a retired state trooper, in February at a $60,000-a-year salary, to replace Gary Vogue, who resigned in July 2020 after only a few months.
After accepting Bowen's resignation, the board appointed William Holeva of Dickson City as interim public safety director.
Last year, after another newly appointed public safety director resigned, the board appointed Assistant Public Safety Director Denise Price as interim director until Bowen was hired.
"The board just voted to give Billy an opportunity. He's really qualified," Beardsley said, referring to Holeva's decades of service.
