Framework complete, Fed faces election year call on next steps - Reuters

(Reuters) - With a new policy framework in place, the Federal Reserve will turn to discussion of its next steps in the fight against the economic fallout of the coronavirus pandemic, and if and when to roll out additional support.

Fed Vice Chair Richard Clarida said on Monday that following release of the Fed’s new long-run strategy last week, policymakers “will be returning to a discussion of potentially refining guidance and our balance sheet communication,” the Fed’s now staple recession-fighting tools involving promises about future policy and the pace of monthly bond purchases.

Clarida, during an event organized by the Peterson Institute for International Economics in Washington, did not indicate how quickly that debate may be resolved, saying “I don’t want to prejudge where that would end up.”

However the debate presents the central bank with an immediate challenge: Whether to announce those widely anticipated next steps at its September policy meeting, its last before the November presidential election, or wait.

Some analysts have urged the Fed to act soon in order to show it is serious about the new strategy it laid out last week, trading the risk of higher inflation for stronger job growth, and argued that without such follow-up steps the new strategy seems hollow. But even they have noted the complications of acting in the midst of an election that may hinge on voter perceptions of the pandemic economy.

“It is awkward for the Fed to make a big decision either in September...or in November – immediately after the vote, with the (Federal Open Market Committee) potentially appearing political either way,” Evercore ISI vice president Krishna Guha wrote in an analysis, judging it a close call whether the Fed will announce new policy decisions in September or not.

The Fed in September of 2012 did announce its third and most open-ended program of bond purchases used to fight the last crisis, and was promptly pilloried by Republicans alleging the central bank was trying to fuel a sluggish recovery and help President Barack Obama’s re-election that November.

This time around, the Fed in March slashed interest rates to zero and announced a long list of credit programs meant to halt a meltdown in financial markets and provide loans to an array of businesses, earning praise from President Donald Trump who through the previous fall had sharply criticized Fed policymakers and called Fed Chair Jerome Powell an “enemy.”

DO MORE, BUT WHEN IT HELPS

The Fed is widely expected to do more at some point, but Fed officials in recent weeks have indicated they don’t want to commit to a course of action until the direction of the health crisis and recovery become clearer, and their policies may have more impact.

Actions like expanding bond purchases would aim to hold down the longer-term interest rates critical for home mortgage, auto and other markets - but those rates are already low. The Fed is currently buying $120 billion monthly in Treasury and mortgage-backed assets, and may at some point pledge to keep that amount in place until full employment is reached, or increase it.

In addition, with investors already anticipating the Fed will hold its target policy rate near zero for years, there may be little value in making more explicit promises about rate hikes until years down the road, if and when investors think a rate increase is more possible.

Last week several Fed policymakers said they saw little reason to offer more detailed guidance when the Fed has been clear rate hikes are far off.

Atlanta Fed president Raphael Bostic said Monday that further steps now might be counterproductive, distracting from the health, fiscal and other policies that in this moment are more important than what the Fed does next.

“As long as we have uncertainty about the trajectory of the pandemic there is only so much our policies are going to be able to do,” he said.

Other Fed officials have made similar comments, arguing that the Fed’s ability to “stimulate” spending may be more important when people feel it safer to begin traveling, for example, and spending and investing with more confidence.

The Fed’s new strategy implicitly points toward lower interest rates for longer, with the central bank saying it would allow higher inflation to offset periods of weak price increases in hopes of letting job markets tighten, wages rise, and workers gain more of the benefits from economic expansions.

What that means in practice may unfold over time, Clarida said on Monday. “I would expect as the economy recovers and as we approach our dual mandate goals there will be further communication,” about the Fed’s plans.

$11.5 million project adds four new culverts that will open up habitat in California Creek

FERNDALE – With the reopening of State Route 548/Grandview Road early Saturday, Aug. 29, the main work on the Interstate 5 and SR 548 fish passage project to install four culverts is complete.

Contractor crews from Kiewit, working for the Washington State Department of Transportation, finished installing the final culvert under SR 548 and repaving the highway just west of Portal Way on schedule. Earlier this summer, they also put new culverts under both directions of I-5 between Birch Bay-Lynden Road and SR 548/Grandview Road, and under Zell Road.

The prefabricated concrete culverts replace old, small, round pipes that carried sections of California Creek under the roadways. These created a barrier to fish passage. The new culverts will have natural stream beds, opening about 6.5 miles of spawning and rearing habitat for coho salmon, steelhead, cutthroat trout and other aquatic life.

Some tasks remain
Crews still have some work to finish, including barrier installation, creek work and restoring native vegetation. People traveling on I-5 south of Birch Bay-Lynden Road, on Zell Road north of Willeys Lake Road and on SR 548 near Portal Way may encounter lane reductions, but the roadways will be open. Work should finish by late September.

Earlier work
The project began with the closure of the main lanes of southbound I-5 for about a week in June, with traffic shifting onto a single-lane bypass in the median between the northbound and southbound lanes. In July the northbound I-5 mainline shifted onto the bypass for about a week and Zell Road closed for 10 days. All work was completed on time and the roadways reopened on schedule.

California-licensed dental professionals now have until February 2021 to complete license renewal requirements - CDA (California Dental Association)

California-licensed dentists, registered dental hygienists and registered dental assistants whose active licenses expire between March 31 and Oct. 31, 2020, now have until Feb. 27, 2021, to complete the continuing education courses and take and pass the examinations required for license renewal. 

The Department of Consumer Affairs’ Aug. 27 order that temporarily waives license renewal requirements also rescinds the DCA’s previous two C.E. extension waivers granted March 31 and July 1, meaning that all licensees who have licenses that expire between March 31 and Oct. 31 will now follow the newest order.

Licensees must still pay their license renewal fees by the respective renewal due dates. 

CDA’s consistent advocacy efforts helped to secure all three C.E. waivers for dental professionals impacted by the COVID-19 pandemic, which has resulted in cancellations of required in-person courses and testing. With the earlier C.E. deadline extensions (of Sept. 30 and Dec. 1) fast-approaching, CDA has advocated for additional extensions and will continue to do so should pandemic mitigation efforts impact licensees beyond February 2021.

Gov. Gavin Newsom’s March 4 state-of-emergency order granted the DCA the authority to waive statutory or regulatory professional licensing requirements as part of the state’s response to the COVID-19 pandemic.

DEAR TRAVEL TROUBLESHOOTER: I recently flew to Papua New Guinea with a colleague. We booked the tickets through EVA Air and Expedia. While we were there, my colleague fell and busted her kneecap at our hotel. She had to be hospitalized and medically evacuated to Brisbane.

I contacted EVA Air and canceled her flight. When I asked EVA Air for a refund for the return tickets, an airline representative told me to contact Expedia. I contacted Expedia, which told me it would take 60 days for a refund.

After 60 days with no refund, I contacted Expedia again. A representative said EVA Air was “not cooperating” and that I needed to contact the airline directly for my refund. My EVA Air ticket is fully refundable. Expedia promised to refund my airline ticket. Can you help me get our money back?

ANSWER: I’m sorry to hear about your colleague’s injury. When something like that happens, you expect everyone down the line, from the hotel management to the online travel agency, to show empathy and to help you. Instead, your airline and travel agency just played a game of pass the buck. How irritating.

Busting your knee doesn’t sound that serious, but when you say your colleague had to be medically evacuated — well, that is serious. I always recommend a reliable travel insurance policy before you set off on an adventure. Travel insurance would have fully covered you in the event of a medical evacuation and covered the extra expenses associated with your return trip.

Fortunately, you booked a fully refundable airline ticket through Expedia. That means you can get all of your money back, minus some administrative fees. This should have been a slam-dunk for Expedia. I’m not sure why you would have to wait six months — six months! — for a refund. Expedia took your money in two seconds via your credit card. Is it unreasonable to expect it to return it in a day or two? No, it is not.

I list the executive contacts for Expedia and EVA Air on my consumer advocacy site, Elliott.org. You could have sent a brief, polite appeal to one of them.

You know, I get the feeling that no matter what kind of ticket an airline sells you, it will do whatever it can to keep your money. Your experience only reinforces that belief.

I think you handled your case very well. You kept an excellent paper trail and you were always polite. Nice work! It should have been enough. But sadly, it wasn’t. I had to contact Expedia on your behalf. The online agency got in touch with EVA Air again, and this time it sent you a full refund, as promised.

My school opened in-person with a virtual option, which I promptly took, but not even one week in we already had both a student and a staffer test positive. They’re barely adhering to the safety guidelines, and everyone is waiting to see how much longer they will last open. I just don’t understand why they didn’t go full virtual. It is clear they don’t care about the well-being of students, teachers, and their families.”

Hawaii travelers to complete mandatory online application - Associated Press

HONOLULU (AP) — Travelers to Hawaii will be required to complete an online form including health and travel information to prevent further spread of the coronavirus.

The Safe Travels software application is scheduled to become mandatory for transpacific travelers beginning Tuesday, The Honolulu Star-Advertiser reported.

Arriving passengers will be required to complete the online application, which will then produce a QR code for each traveler that is similar to a bar code used for purchases.

ADVERTISEMENT

Screeners at state airports will use iPads to read the codes and quickly review passenger information to determine if they should be cleared for entry or recommended for secondary screening.

Visitors may use email, Google or Facebook logins to access the app, which is maintained by Google cloud technology.

Travelers without smartphones or computers may ask family or friends for help, or receive assistance upon arriving at an airport, state officials said.

Passengers will be required to already have email addresses or create new ones to comply with the system.

A mandatory 14-day quarantine remains in effect for out-of-state travelers in an attempt to reduce coronavirus spread. A partial interisland quarantine was reinstated Aug. 11.

State officials including police can use information submitted to the Safe Travels app to check on visitors who are required to quarantine upon arrival.

The app also generates quarantine check-in reminders as emails and text messages, which also enable the state Department of Health to contact visitors regarding medical issues.

Safe Travels is expected to simplify a paper-based process that currently requires different forms for interisland and trans-Pacific travel.

The application is not enabled to use GPS tracking to locate visitor phones or computers. State Chief Information Officer Doug Murdock said that feature remains under review.

All Hawaii airports receiving flights from outside the state are already operating thermal cameras to screen travelers for coronavirus symptoms, officials said.

For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some — especially older adults and people with existing health problems — it can cause more severe illness, including pneumonia, and death.

The number of infections is thought to be far higher because many people have not been tested, and studies suggest people can be infected with the virus without feeling sick.

Teachers Help Colleague Diagnosed With Cancer Stay Safe In Classroom - WFSU

As K-12 students across the state return to the classroom, immunocompromised teachers are relying on their school district’s mandated safety precautions, such as social distancing, mask-wearing, hand-washing and regular deep cleaning to protect themselves from serious illness.

At one Bay County school, a group of teachers is taking extra steps to reduce their colleague’s exposure to the virus.

Patricia Cornelius, who teaches first grade at Lynn Haven Elementary School, was diagnosed with ovarian cancer in April. Over the summer, she says she was busy thinking of ways to protect herself from getting sick while teaching her first grade students face-to-face. “I really was starting to get nervous,” she said. “With doing the chemo, I don’t have an immune system right now.”

Cornelius says she was eager for school to start, but concern about her health made her unsure if teaching in-person classes was the right choice. “In the back of my head, I would think, ‘Gosh, it just takes one. It just takes one exposure. And what if I get sick?’”

Her fellow first-grade teachers at Lynn Haven Elementary were busy thinking about her, too. Cornelius says she was in constant contact with them via group chat. They were well aware of her health concerns, she said. “I just have been so blessed by their support. All along on this journey, they really look out for me,” she said. “They’re vigilant about wearing masks around me or helping me out. If I’m tired, they’ll go up to the office and check my box for me.”

The teachers came up with a plan after the district created an e-learning option called BayLink. Once they knew how many first-graders at their school were enrolled in BayLink, the teachers decided to assign most of those students to Cornelius’s class. Now all of her students are learning from home, which means she can isolate in her classroom and reduce her risk of being exposed to the virus.

“I go live for math, reading, science, social studies,” Cornelius said. She says the lessons are also recorded for students to watch later if they can’t watch live. “I will be meeting with students in smaller groups on Google meets, addressing their academic needs. And I email with their parents, as they’re figuring it out,” she said. “A lot of phone calls and emails right now.”

Lynn Haven Elementary School Principal John Cannon says other schools in the district are trying something similar—in some cases for different reasons. “I’ve heard other people talk about using that model because there’s one teacher that’s more adept at the technology than others,” he said. “This is a group that’s not frightened by the technology aspect at all. They were just looking out for their coworkers’ health and welfare.”

Cannon says this model could be replicated elsewhere. It just takes a group of kind teachers and a supportive work environment. “It’s a situation where you have a group that’s already used to working very effectively and seamlessly together, coming up with a very empathetic solution to what they were foreseeing as a very dyer problem in the future.”

Cannon says his school has been following all CDC guidelines. But within just one week of students returning to the classroom, Bay County’s schools are already reporting confirmed coronavirus cases. District officials say they’ve identified a little more than 100 people who must self-quarantine at home due to close contact with someone who tested positive for the virus.

In a video posted online, Bay District Schools’ COVID-19 Point of Contact Nurse Lyndsey Jackson urged parents to keep their child at home if they are sick.

“If at any point in time, someone that has been informed of an exposure, or if you develop symptoms but not been informed of your minimal exposure you should self-monitor, make a list of those symptoms and contact your health care provider and then contact the school so we can determine if the student should be attending or if they should be self-quarantining at that time.”

Bay Haven Charter Academy has notified parents online of a student who tested positive.

The district hasn’t yet released the names of schools that have had confirmed positive cases.

“We are currently working with the Florida Department of Health and the Florida Department of

Education to determine exactly how much information we can share with you about these positive cases that we know will continue despite our best efforts,” Superintendent Bill Husfelt wrote in a letter to parents on Friday. “We want to be as transparent as possible but must also work within the guidelines established by DOE and DOH.”

For Patricia Cornelius, she says in the next few months her e-learning students are going to start coming back to school for in-person instruction. She says by that time she expects to have finished her chemotherapy treatments. As her students begin gradually returning, she says she’s planning to require them to wear masks, practice social distancing and wash their hands regularly.

“Especially in my situation, you can bet, I’ll be doing all the protocols in trying to keep us all safe.”

ST. LOUIS -- Adam Wainwright turned back the clock with a complete game on his 39th birthday as the St. Louis Cardinals beat the Cleveland Indians 7-2 Sunday.

The oldest active player in the majors, Wainwright threw a four-hitter for his 23rd career complete game and first in four years. The Cardinals snapped a four-game skid during which they scored six total runs.

Dexter Fowler homered and had three RBIs for St. Louis, which stopped Cleveland's four-game winning streak. The Indians had won 10 in a row on the road.

Wainwright settled in after allowing a two-run homer to Tyler Naquin in the second inning. The right-hander struck out nine and walked two, going the distance for the first time since July 16, 2016, against the Marlins.

Just as important, he gave a much-needed breather to a bullpen that worked 15⅓ innings over the previous two games.

With the start against the Indians, Wainwright has made at least one versus every team except the Cardinals.

The city of Brookhaven will use eminent domain to acquire property on Peachtree Road for intersection changes at Ashford-Dunwoody Road.

The City Council approved a resolution during its Aug. 11 meeting to allow City Attorney Chris Balch to file with a court for the city to take ownership of a portion of land at 4568 Peachtree Road to move forward with the intersection project.

The city plans to take ownership of about 16,117 square feet of the lot, city spokesperson Burke Brennan said. Phipps Alterations and European Fashion Cleaners, an alteration service and a dry cleaners, occupies the site and has a front-facing parking lot.

The city offered the owner of the property $74,800 for the land on July 21, which was considered “fair and just compensation” by an appraisal company, according to the resolution. The owner is the Living Trust of Bijan Lighvani and could not be reached for comment.

Brennan said the owner did not respond to the city’s offer.

The intersection project aims to improve right turns, according to the project’s page on the city website.

The city will add a right-turn lane going south on Peachtree Road, a concrete island and a waiting area at the bus stop on the road. The city also plans to reduce the skew of the Peachtree Road at the intersection.

A 10-foot-wide multi-use path is planned on the east side of Ashford-Dunwoody Road, and a 5-foot-wide sidewalk is planned for the west side. The project will also include other streetscape and landscape changes.

The $1.3 million project was slated to start in 2019, but Brennan said it was delayed because the city was not able to get the land needed for the project.

“One of the first things you have to do in a project like this is land acquisition,” Brennan said. “You can’t start anything without the dirt, either through outright ownership or easement.”

Brennan said the project will go out to bid to construction companies next week. The council has to then approve the bid before construction can start.

The intersection is adjacent to the Peachtree Golf Club and a major point of entrance for people coming into the city from Chamblee.

Goulburn Valley Water said goodbye to one of its longest-standing colleagues this week.

After spending 24 years with the company, including 12 years in the top job as managing director, Peter Quinn retired on Monday.

Mr Quinn's career in the water industry has spanned 40 years with his first appointment in 1980 with the State Rivers and Water Commission.

GV Water board chairman Mark Stone thanked Mr Quinn for his dedication to the company and said his leadership had put GV Water in a strong position, setting the
foundations for a new era, with a focus on enhancing value to customers and supporting healthy and prosperous regional communities.

“I would like to sincerely thank Peter for the service he has devoted to the water industry,” Mr Stone said.

“The 2016 Barry E Leach Prestige Award, one of the industry’s highest accolade, is
testimony to that exceptional service.

“His leadership has also brought accolades to GV Water as the first water authority awarded a PREMO rating for their 2018-23 Price Submission.

“This rating recognised Peter’s ongoing commitment to customers and his skills in organisational change.”

Mr Quinn is also recognised in the Greater Shepparton community for his work as a Goulburn Ovens Institute of TAFE committee member, Goulburn Valley CEOs Leadership Group contributor and a driving force in the development of the new Shepparton Art Museum.

Mr Stone welcomed Stephen Capewell as the new managing director of GV Water.

“Steve has a fantastic opportunity to lead the next phase of growth for GVW, in particular harnessing the digital opportunities in water management, and leading and adapting to the challenges of a changing climate,” Mr Stone said.

It is a "complete outrage" that the intelligence community will cease in-person election security briefings to Congress, Sen. Amy Klobuchar, D-Minn., said on ABC's "This Week."

"I think the House is going to have to subpoena the director of intelligence in order to get information, which is crazy," Klobuchar told ABC News Chief White House Correspondent Jonathan Karl.

The intelligence community announced Saturday that it would cease in-person election security briefings to Congress, citing concern over "unauthorized disclosures of sensitive information."

"I have seen and others have seen (confidential) information leaked time and time again," acting Homeland Security Secretary Chad Wolf said earlier on "This Week," Sunday. "(The director of national intelligence) is going to provide that information and those briefings to Congress in a written, finished intelligence product and continue to provide them the information that they need to do their jobs."

The intelligence community's announcement Saturday was met with swift and stern backlash from congressional Democrats.

"We are just a few months out of a major election, and I have already experienced this White House blocking my bipartisan election security bill, which would have helped us years ago to beef up our efforts. So, in the words of Speaker (Nancy) Pelosi, when it comes to this White House, all roads lead to (Russian President Vladimir) Putin. That is exactly what's going on here," Klobuchar told Karl.

Earlier this month, the U.S. intelligence community released a public statement that Russia, China and Iran are actively meddling in presidential politics ahead of November -- with efforts by Russia to advance President Donald Trump's reelection.

With Election Day now almost two months away, the president returned to the campaign trail Friday.

Speaking to a crowd in Manchester, New Hampshire, where he called some of the protesters outside the White House during his acceptance speech Thursday night "thugs." He also made reference to the protesters shouting at Republican Sen. Rand Paul, who claimed he was "attacked by an angry mob" while leaving the White House that night with his wife.

"These incredible people from all over the country, all over the world that were there last night, they walked out to a bunch of thugs. And that wasn't -- remember this -- that wasn't friendly protesters," Trump told his supporters.

At the Republican National Convention this week, Trump attempted to tie the violence in American cities to the Democrats.

"There is violence and danger in the streets of many Democrat-run cities throughout America. This problem could easily be fixed if they wanted to," the president said during his keynote speech Thursday.

Klobuchar on Sunday broadly criticized violence occurring in the wake of the police shooting Jacob Blake, an unarmed Black man.

"I have long condemned looting violence threats. That's not peaceful protest, and I don't care who is engaging in it, you condemn it. And of course Joe Biden has clearly condemned it, but let's step back. This isn't just happening in one place, it's happening all over the country, it is happening under Donald Trump's watch," the Minnesota senator said.

"We are not safe in Donald Trump's America," she continued, citing an increase in hate crimes and the staggering coronavirus deaths.

When Karl pressed Klobuchar of what a potential Biden administration would do to confront violence, the Minnesota senator said, "(We need) to make very clear that we condemn violence. We condemn looting. And that has happened repeatedly."

Ultimately, the Minnesota senator said Trump's strategy to connect Biden to recent instances of violence only served to "wreak havoc."

"I think that Americans, especially in the Midwest ... favor a government that's going to work for them, they're going to want to see Joe Biden and Kamala Harris. They don't want four more years of this chaos," Klobuchar said.

Travelers flying into Hawaii will be required to complete Safe Travels application - West Hawaii Today

HONOLULU — The Safe Travels application, starting Tuesday, will become the newest mandatory requirement for travelers flying into Hawaii.

The app, travel.hawaii.gov, collects health and travel information to help with the public-safety-motivated screening of travelers in a COVID-19 world.

Here’s how it works: A traveler completes an online application and receives a QR code (like a square bar code). The screener, a person at the airport who uses an iPad to read the QR code, is then able to quickly review passenger information for clearance or secondary screening.

Visitors may use email, Google or Facebook logins to visit the app, which is built on a Google cloud. The state says that travelers without smartphones or computers may ask friends or family for assistance or receive assistance at the arrival airport. Those without email addresses will need to create one to comply with quarantine requirements.

A mandatory 14-day quarantine remains in effect for out-of-state travelers to reduce the spread of COVID-19. A partial interisland quarantine also was reinstated on Aug. 11.

Once a traveler’s information is in the system, it can be used by officials, including police, to check on visitors who are required to quarantine for 14 days. It also allows them to automatically generate quarantine check-in reminders as emails and text messages and makes it easier for the state Department of Health to reach out if there are medical issues to address.

It isn’t set up to allow GPS tracking to ping a visitor’s phone or computer for a location. State Chief Information Officer Doug Murdock said that feature is still under review.

Even so, officials say the new app is critical to a multistep screening process, which includes arrival temperature checks, and secondary screening for those with symptoms or temperatures of 100.4 degrees or higher.

“I am pleased to launch this digital app which will allow our travelers to provide their required health and travel information before they arrive at the airport,” Gov. David Ige said Friday in a statement. “It will also help us keep in contact with those who are required to be in quarantine. This is an important step in preparing to reopen our economy.”

The app is expected to simplify the paper-based process, which currently requires different forms for interisland and trans-Pacific travel. Murdock said, though, travelers are still required to manually fill out the state Agricultural Declaration Form and the optional Hawaii Tourism Authority visitor data form on the backside.

Travelers have complained that the paper-based process is confusing. It hasn’t been very popular, either, with tourism officials, who have had to scan the “Mandatory State of Hawaii Travel and Health Form” late into the night. The multistep manual entry process sometimes kept Department of the Attorney General and county law enforcement officials from getting the real-time information that they needed to protect the public.

Murdock said the online app will save travelers, screeners and tourism and law enforcement officials time.

He said it doesn’t yet verify addresses, which still must be checked at the airport. But it does verify phone numbers and emails prior to arrival, Murdock said.

“If you can save a minute per traveler and you have 100 people on the plane, it saves lots of time,” he said.

Murdock said the app also will allow the state to quit scanning the paper form, which had been costing $160, 000 a month.

“After a month or two, we’ll have made back the money. We won’t be doing scanning and it will cover its cost in that way,” he said.

This is the second go-round for Safe Travels, which first debuted in May but wasn’t all that successful because it was optional. Then, the state hired Esri, a California software company, which developed a Safe Travels application for interisland use.

The application was up and running for interisland travel in July. But the state wasn’t satisfied that the application could be scaled up for trans-Pacific travel and abruptly removed the website, leaving tourism officials inundated with calls.

Flash forward to the latest Safe Travels effort, which is a product of Google and its partner SpringML, who were hired by the state Office of Enterprise Technology Services on July 27 at an initial cost of $638,000 in CARES Act funds.

Murdock said there could be some additional costs for the Google system if the state decides to add more features such as voice box or upgraded dashboards.

If that occurred, Murdock said the state has additional CARES Act funds that it could draw down.

Caroline Julian-Freitas, senior communications manager for the Office of Enterprise Technology Services, said if the Esri plan had moved forward, the total contract would have been worth $1.7 million in CARES Act funds.

Murdock said the state and Esri haven’t settled on a final payout, but he expects it to be around $150,000.

The Google version was supposed to be done by Aug. 17. There were some delays, which left the counties without a statewide application for the return of a partial interisland quarantine, which was restarted Aug. 11.

The counties had been using their own systems, but now everything is expected to be streamlined.

Keith Vieira, principal of KV &Associates, Hospitality Consulting, said streamlining is needed.

“The last time I traveled to the neighbor islands, I had to fill out six forms and nobody looked at any of them,” Vieira said. “It was ridiculous.”

The driver who won Saturday night's Coke Zero Sugar 400 at Daytona International Speedway was one of the five who entered the event with a chance to clinch a NASCAR playoff spot on points and one of 18 with a chance to advance with a victory.

Not a bad time for a driver to earn his first career NASCAR Cup Series win.

William Byron, who entered Saturday night's regular-season finale just a few points ahead of teammate Jimmie Johnson for the 16th and final playoff spot in the standings, left no doubt when he earned the victory after some aggressive late-race moves. Byron's win clinched his spot in the postseason, and Matt DiBenedetto finished five spots ahead of Johnson (12th to 17th) to snag the last playoff spot. Clint Bowyer also clinched a postseason berth early in the race.

Johnson was in the hunt before he got collected in a multicar crash with just a few laps to go. He finished the race with a banged-up car that was off the pace when Byron took the checkered flag. The result meant the seven-time champion would not make the playoffs in his final year of full-time NASCAR Cup Series racing.

Saturday night's race was surprisingly clean until Stage 3, when a pair of "big ones" in the closing laps took out several contenders. The last lap featured a couple crashes, too, but neither resulted in a caution that would have prompted a second overtime.

Who won the NASCAR race yesterday?

Byron earned his first career NASCAR Cup Series victory at the perfect time, when he needed a good run to make the NASCAR Cup Series playoffs.

Led by seven-time Cup Series champion crew chief Chad Knaus, the No. 24 team made a gutsy call to pit for fresh tires with eight laps to go and give up what at the time was second-place track position. The second big crash in the span of a few laps reset the field and helped Byron work his way back to the front, and he was able to hold off teammate Chase Elliott on the last lap for the win.

"I'm fortunate that worked out for us," Byron said after the race when asked about such a pressure-packed sequence. "I probably would have been frustrated if it didn't. It really forces your hand to go for the win. You just got to go all out. Pretty incredible.

"Kind of elimination-style race this was tonight. I think it prepares us for the future eliminations coming up in the playoffs."

Added Knaus, Johnson's former crew chief at Hendrick Motorsports: "The one thing to be selfish, from my standpoint, is I wanted to get to victory lane with a car number as a crew chief without Jimmie Johnson on top of the door. Nothing against Jimmie or any of that, but just to do it, to see if I could accomplish it.

"We've come close, had some really solid runs with the 24 car. Not as many this year as we would have liked to have had. To do it really means a lot, to be able to bring this team into the playoffs again. Last year in the playoffs we performed really well. I'm really excited about the playoffs this year."

Byron's win moved him to ninth in the NASCAR Cup Series points standings. The 10-race playoffs start next week with a Sunday night race at Darlington Raceway.

Elliott put a little pressure on Byron coming out of Turn 4 on the final lap, but the No. 24 all but cruised to a victory once his teammate realized he was content in second.

"Just kind of happened to be at the right place I feel, to make up some spots on that last lap," Elliott said. "Was in a position where I didn't think me making a move on William was going to benefit myself. It was better to kind of stick to him, get him shoved out in front of the 11 (Denny Hamlin) and those guys, hope he would be able to hold on from there."

Joe Gibbs Racing teammates Hamlin and Martin Truex Jr. ran toward the front of the field for most of the race and even pushed for the win in the closing laps, but they settled for third- and fourth-place finishes, respectively.

"Just disappointed I didn't do a good job," said Hamlin, who restarted NASCAR overtime with the lead but quickly lost his edge in the closing laps. "I don't know, lack of focus, whatever it is. Just not executing. If you have control of a green-white-checkered on a speedway, most of the time the win is going to come from the front row, you just to make sure you make the right moves. . . . 

"Just a crazy race. Everyone kind of out there for themselves, all pushing and shoving, body-slamming and whatnot. Decent finish. I hate having control and not finishing."

North Carolina man and dog complete 54th race at Fargo 'Virtual' Marathon - INFORUM

FARGO-- Despite a virtual approach to this year's Fargo Marathon, it didn't slow down some dedicated runners from hitting the course on Saturday. Runners submit their times online officially for this year’s formal, but dozens showed up to the FargoDome before sunrise to run either the 5k, 10k, half or full marathon in person. This year it wasn't about the fastest time but having the opportunity to race at all.

“When I pulled up and saw the start line, I was tickled. I was like oh my goodness, there are runners that are going to run this thing, even though it’s virtual,” said runner Chris Chao.

Instead of tens of thousands lining up inside the FargoDome this morning, a few dozen made the best of what they could of the virtual Fargo Marathon which started in the arena’s parking lot.

“I wasn’t going to miss it. We’re out here doing it for ourselves, it’s a beautiful morning, it’s going to be a great day,” said runner Christy Wilkie.

But it was one four legged runner that stood out from the rest.

“Oh, Pyro is excited,” said Chao.

Chao and his seven-year-old Husky Pyro are the dynamic duo of running.

“He (Pyro) has done 53 races and seven half marathons with race director approval, but with this year being virtual, he’s going to be able to run the Fargo,” said Chao.

Call it ironic timing, Chris and Pyro are on a three week long cross country road trip from North Carolina to Colorado. The Fargo Marathon was always one of the bucket list races for Chao, but the timing never worked out until now.

“Absolute ironic timing. It was just very, very, very good timing. The Fargo Marathon is one of the best races in the country and it’s one I’ve always wanted to do but never had the chance to come out to Fargo. It just happened to be this weekend and I was like if we’re here and the race is virtual, let’s see if we can run a 5K or 10K this morning,” said Chao.

Three point one miles later- Chris and Pyro crossed off number 54 and are now on to the next race.

“He loves to run, he loves attention and he loves to travel,” said Chao.

Chris and Pyro’s next stop is Rapid City on Saturday night, no word yet on what their next race will be. Pyro also has an Instagram account (@therunninghusky) where Chris posts all of his adventures of where running has brought their family.

A mini-major championship has broken out at Olympia Fields as players fought to shoot something at (or even over) par at the 2020 BMW Championship. Hideki Matsuyama and Dustin Johnson will play together for the second consecutive day on Sunday, this time in the final pairing of the event. They'll be chased by some monstrous names playing great golf so far this week. 

Rory McIlroy, Adam Scott and Jon Rahm are all just a few strokes back and all will tee off late on Sunday afternoon with a chance to win one of the biggest events of the year. On a nasty course with this leaderboard, the golf should be unbelievably compelling just as it has been all week long. 

Tiger Woods will tee off well before those players and probably be home by the time the tournament ends late on Sunday afternoon. His round will be a good early litmus test for where the course is at and how it's playing (Round 3 was actually the easiest round by about a stroke and a half). That will be his last round of this season as he won't be moving on to next week's Tour Championship at East Lake.

Capital Region seeks to get complete count as 2020 Census end looms - Times Union

ALBANY – A planned Census 2020 Popup event in the city’s South End Sunday is an in-person attempt to turn up the effort to get residents in a hard-to-count neighborhood tallied as the Sept. 30 end of the decennial count looms.

Nearly all of the city’s census tracts have failed to match their 2010 Census self-response rates as the coronavirus pandemic erased every community’s carefully drafted complete count campaigns.

The event from 11 a.m. to 2 p.m. Sunday at the Ezra Prentice Homes at 625 S. Pearl St. is an effort to stoke interest and rally residents to complete their census questionnaires.

“Dan O’Connell would be proud of us getting back into the streets using old-fashioned shoe leather,” said Assemblyman John T. McDonald III, D-Cohoes, one of the sponsors of the Census 2020 Popup, referring to the legendary Albany County Democratic Party leader who insisted on in-person contact with voters.

This event comes as federal enumerators have been going door-to-door for nearly three weeks to get counts at households that didn’t self-respond by answering the census questions through the mail, via a computer, using a smartphone or on the telephone.

McDonald pointed out that plans in the Capital Region’s cities relied on using their libraries banks of computers to make it easy for residents to answer the census questions.  The pandemic shut the libraries, making it impossible for people without computers to access the public ones.

Albany Mayor Kathy Sheehan, Cohoes Mayor Bill Keeler, Troy Mayor Patrick Madden and Watervliet Mayor Charles Patricelli have all worked to overcome the obstacles, but it’s been hard, McDonald said.

The self-response rates for all of the Capital Region's cities in 2020 lag behind the 2010 rates. In Albany 52.3 percent of households have responded compared to 61.6 percent in 2010.  In Cohoes it is 53.8 percent compared to 68.9; in Mechanicville, 58.5 percent compared to 71.9 percent; in Rensselaer 56.9 percent compared to 67.2 percent; Saratoga Springs, 61.9percent compared to 68.6 percent; Schenectady, 50.2 percent compared to 60.6 percent; Troy, 50.7 percent compared to 61.8 percent; and Watervliet, 56.6 percent compared to 68.3 percent.

The Ezra Prentice homes are in a census tract encompassing Historic Cherry Hill and the Mount Hope neighborhood. As of Friday, just 49.7 percent of the local households had completed their forms through the mail, via a computer, using a smartphone or on the telephone.  This compares to a 60.2 final self-response rate in 2010.

The numbers are according to the "Hard to Count" map at www.censushardtocountmaps2020.us. The mapping tool was developed by a team led by Steven Romalewski, director of the CUNY Mapping Service at the Center for Urban Research at The Graduate Center/CUNY.

The Buckingham Lake neighborhood is the only census tract in Albany to exceed its 2010 self-response rate, hitting 82 percent of households in 2020 compared to 81 percent in 2010. The Whitehall neighborhood at 84.3 percent this year matched its numbers form 2010.

The census bureau is issuing updates on the counts from the enumerators and self-response at just the state and national level.  The numbers from enumerators knocking on doors hasn’t been provided for municipalities and census tracts.

So far as of Friday, New York state has seen 76.8 percent of its households counted with a self-response rate of 60.8 percent and a 16 percent count by enumerators, according to the census bureau. The national household count is 80.1 percent with 64.7 percent from self-response and 15.4 percent counted by enumerators.

“Our census takers will be knocking on doors until Sept. 30. This is the last stretch to collect data before we begin our tabulation process,” Steven Dillingham, the census bureau director, said Thursday in a statement.

The census had originally been extended to the end of October reflecting the impact of the pandemic. It was then switched to Sept. 30 raising criticism that an undercount will occur that may result in the loss of federal and state aid to communities.
